SAFEHEAL

When you cast a HEAL spell (or REFRESH, or other beneficial spells) on someone
who is currently or recently engaged in Player Killing (aka PKILLING, PvP), then
you will temporarily have BLOODY HANDS.  

Normally, you have to be an OUTLAW in order to participate in PKILLING, however
if you have BLOODY HANDS then other OUTLAWS can retaliate against you until
BLOODY HANDS wears off.

In order to avoid getting BLOODY HANDS unwittingly, you can TOGGLE SAFEHEAL and
the MUD will automatically prevent you from casting a spell on someone in a situation
that would give you BLOODY HANDS.
