The victim goes into a murderous state and has a bonus to their hitroll,
damroll, and attack speed based on casting level and rank. Their AC is also 
worsened.  Note, this only works on things that have a metabolism so it
won't work to bloodlust the undead, plants, constructs, etc.

At rank 5 this can be cast on the group.
