This will permanently enchant a single edged weapon with an added hitroll and 
damroll dependent on the caster level.  The weapon must not have any
other enchantments on it that affect hitroll or damroll.  The weapon will only
be usable by evil characters and will be made magical and durable.

Usage: foulblade <weapon>
